Spain’s North African enclave of Ceuta has declared a humanitarian and security emergency after about 1,500 migrants crossed from Morocco by swimming over the past week.

Ceuta’s leader, Juan Jesús Vivas, said reception centres are overwhelmed, with facilities for unaccompanied minors operating far beyond capacity and many migrants forced to sleep outdoors.

Spain’s government said it is coordinating efforts to strengthen border control and provide assistance, as authorities warned the rising arrivals could repeat the major migration crisis of 2021.
