The United States Citizenship and Immigration Services (USCIS) has introduced a new set of immigration-related fees following the implementation of the H.R. 1 Reconciliation Bill. The changes are set to take effect from July 22, 2025.

According to a Federal Register Notice issued on July 18, all applications postmarked on or after July 22 must include the revised fees. The agency stated that any submissions made on or after August 21, 2025, without the updated fees will be rejected.

Among the notable changes, a $100 filing fee will now be charged for Form I-589, which covers Asylum and Withholding of Removal applications. In addition, an Annual Asylum Fee of $100, payable online, will be required for each calendar year an asylum application remains pending.

New fees have also been introduced for applications related to the Employment Authorization Document (Form I-765). The cost for initial applications will be $550, while renewals or extensions will cost $275. Applicants filing for employment authorization after receiving approval for re-parole using Form I-131 will also pay a reduced fee of $275.

A new $250 fee will apply to Form I-360 applications submitted under the Special Immigrant Juvenile category. Furthermore, the registration fee for Temporary Protected Status using Form I-821 has increased from $50 to $500.

USCIS clarified that these new fees, mandated by the H.R. 1 bill, are in addition to existing charges and cannot be waived, even for individuals who qualify for standard USCIS fee waivers.

The agency also outlined updates to the validity period of work permits. Parolees will now be issued employment authorization documents valid for no more than one year or for the duration of their parole, whichever is shorter. Similarly, beneficiaries of Temporary Protected Status will receive permits valid for up to one year or the length of their TPS designation.

The notice also explained that any asylum application filed after October 1, 2024, and still pending after 365 days will be subject to the Annual Asylum Fee each year on the anniversary of the application date.

USCIS noted that additional changes to fees for other forms, including Form I-131 (Travel Documents) and Form I-102 (Nonimmigrant Arrival-Departure Document), will be announced at a later date.

These adjustments represent a significant update to the cost structure of U.S. immigration services and are expected to impact a wide range of applicants across multiple categories.
