British Prime Minister Andy Burnham has pledged that his government will fully fund its policies, telling ministers at his first cabinet meeting to prepare for difficult decisions as part of a cost-of-living agenda.

Burnham also announced plans to scrap VAT on household electricity bills from October, a move expected to save the average household about £45 a year.

Downing Street says the measure will be funded by cancelling the planned digital ID scheme.
